The World Best chocolate Oatmeal cake

Well, I'm not sure where this recipe came from as I have it for a while...

Prep 15 min - Cook 45 min - Serves 20

1 cup Brown sugar
1 cup white sugar
1/2 cup butter, melted
2 eggs, lightly beaten with fork
1 3/4 cup of flour
1 tsp baking soda
1/2 tsp salt
1 1/2 tbsp unsweetened cocoa powder
1 cup quick oat
1 3/4 cups boiling water
340g choc chips

6 tbsp butter
6 tbsp milk
1 1/2 cups sugar
1/2 cup choc chips or melting chocolates
1/2 cup mini marshmallows, or marshmallows torn

Pre heat oven 180º. With an electric mixer, cream the butter and sugar. Add the eggs and mix well.
Add flour, soda, salt and cocoa and mix if just until incorporated. The batter will be thick. Add water to the oats and let stand for a few minutes. Once oats are soft, add the mixture to the batter and mix well. Stir in half of the choc chips.
Pour into a prepared cake tin. Add the rest of the chocolate

Bake for 30 to 40 minutes or until the surface springs back lightly when touched.

Melt Butter, sugar and milk in a saucepan over medium low heat. Bring to boil and simmer for 30 sec.
Reduce heat to low and add chocolate and marshmallows. Stir until smooth. Pour immediately over cooled cake.
The frosting crystallizes almost immediately as it cools.
